Thanks for info,

If I'm giving cartoons for free on web but attaching ad at the end to raise funds for feature film is this considered commercial use or if you want to use characters in your own commercial or movie which will be played in movie theaters.

I know you are not attorney but what's you take on it.

P.S. Who posts that "public Domain" box is it uploader or Internet Archive staff?

Not an attorney as you say, but:

If you're giving these away free, as this archive does, I don't think you'll have problems. Whatever ad material you include probably doesn't imply endorsement by Popeye himself.
